Residency by investment in Paraguayan financial instruments

The financial route is the most passive way to qualify: no company to run, no project to build and no staff to hire. The money is placed through an authorised entity and held for the required term.

What the financial route requires

The file needs a certificate from an entity authorised by the Superintendencia de Valores of the Central Bank of Paraguay, for a term of at least 2 years and stating the investment's value; supporting documents no older than 180 days when you file; no business plan or jobs, but the holding must be reported every year. In practice that means instruments such as bonds, fixed-term products or funds placed through a broker or institution authorised in Paraguay.

What qualifies: start with the certificate

The resolution does not publish a list of eligible products. It admits any economically demonstrable investment whose nature can be verified with documents, and it puts the weight on the certificate: who issues it, for how long and for what value. So the practical question is not “does this bond qualify?” but “will a regulated Paraguayan intermediary certify this holding, for this term, in the form the resolution requires?” Get that answer in writing before you buy anything.

Timing and currency

Under the current rules, the investment may be completed or still in progress, as long as the financial commitment is documented; minimums are in US dollars or the guaraní equivalent at the official rate on the day you apply. If you invest in guaraníes, keep the exchange rate in mind: the minimum is tested in dollars on the day you apply.

  • Investors who want the capital to stay financial and earn a return rather than be tied to property.
  • Anyone who does not want to manage a company, staff or a building in Paraguay.

The certificate from the authorised entity is the core of the file.

After approval

The holding term and the reporting continue, and SUACE's verification directorate follows up. What happens if you sell before the term ends, or if the instrument matures and you roll it over, should be answered in writing before you invest. Permanent residency itself carries the standard condition: at least one entry every three years — an unjustified absence of more than 3 consecutive years cancels permanent residency. The certificate is issued to the investor alone; family members go through the migration office (see bringing your family).

For every route, the certificate application itself needs an online application form that counts as a sworn statement; your passport or national ID; proof of entry to Paraguay (entry card, passport stamp or DNM movement certificate, plus a consular visa if your nationality needs one); an apostilled or legalised criminal record certificate from your country of origin, and from any country you lived in for more than a year in the last 3 years; a Paraguayan Interpol certificate; and a sworn statement on the origin of the funds. Documents issued abroad need apostilled (or legalised by the Paraguayan consulate and then the Foreign Ministry) and translated into Spanish by a Paraguayan registered public translator or an authorised foreign one, with the translation itself apostilled or legalised; Brazilian documents in Portuguese need no translation.

Risks and exit

Instruments can lose value, issuers can default, and the capital is committed for the holding term. Selling early may affect your status. Which instruments qualify?
Instruments placed through an entity authorised by the Superintendencia de Valores, for the minimum term. Which specific products an authorised broker offers changes over time, so we confirm eligibility in writing before you invest.
Do I earn interest while I hold them?
Usually the instruments pay a return set by the issuer, but returns are not guaranteed and depend on the product. Ask the authorised broker for the terms, and read them before you invest.
Can I sell before the term ends?
You may be able to, but selling before the required term can affect your residency status. Your written brief explains the consequences before you commit.
