From first message to permanent card
Five stages, most of them able to run in parallel with your own schedule. Here is what actually happens, in order.
1. Your first message
We confirm which of the four routes fits your capital and goal, and quote the current qualifying threshold against the resolution text — not a web page that may already be out of date.
2. Structuring the investment
We set up whatever the chosen route requires — the property purchase, the business investment, the financial instrument, the tourism project — and assemble the source-of-funds documentation that review actually looks for.
3. Filing
Your identity documentation, background clearance and investment evidence go in together as one application for permanent residency directly — no separate temporary-residency stage first.
4. Approval and the cédula
Once residency is approved, your cédula follows — an official 60 working days for a first-time foreign-resident cédula, often longer in 2026. Residency card validity: permanent residency with no expiry; the resident card is renewed every 10 years.
5. After the card is in your hand
A permanent card carries its own presence expectations — at least one entry every three years — an unjustified absence of more than 3 consecutive years cancels permanent residency. We explain exactly what that means for your travel pattern before you finalise anything, so there are no surprises once the process is done.

Your case, step by step
Prepare your case
You provide identity and source-of-funds documents. We review the investment structure and confirm the scope before funds move or anything is filed.
Timing: Depends on document collection, legalisation and translation; we agree the sequence with you.
File and attend appointments
We prepare and handle the filing in Asunción. You attend the appointments required for your case.
Timing: Appointment availability and document readiness determine the schedule; confirmed before you travel.
Authority review
The authority reviews and decides your application. We follow the case and tell you if further documents or appointments are needed.
Timing: a case-specific window confirmed in writing before filing; investment structuring, source-of-funds documents and authority review affect the timing
Cédula after residency approval
Once residency is approved, we prepare the cédula application and you attend the required appointment.
Timing: an official 60 working days for a first-time foreign-resident cédula, often longer in 2026
Frequently asked
- How long does the whole process take?
- It depends on which route you choose and how quickly your documentation and funds transfer come together — we give you a realistic window for your specific case once you message us, not a marketing number.
- Do I need to be in Paraguay for the whole process?
- No. Most of the structuring and filing can proceed with you traveling in for specific appointments — we tell you exactly which steps require your physical presence and time them together where possible.
- What happens if my investment falls through partway?
- We screen the structure before funds move specifically to avoid this. If circumstances change mid-process, we tell you plainly what it does to your timeline rather than letting the filing proceed on a shaky foundation.
