What the Investor Pass actually requires

Capital, clean documentation, and a route that fits your goal. Nothing exotic — but the details matter, and public sources are inconsistent about the exact figures.

The qualifying investment

Minimum qualifying investment: from USD 70,000 (productive business with at least 5 formal jobs); USD 150,000–200,000 on the passive routes. The exact threshold for your chosen route is confirmed against the resolution text before you file — see investment routes for what each one covers, and Resolution 0283/2026 explained for the text itself, article by article.

Identity and background documentation

A valid passport, apostilled or legalised civil documents (birth certificate, marriage certificate where relevant), and a police clearance certificate from every country you have lived in for a meaningful period. Requirements vary slightly by nationality — we give you the exact checklist once you message us, not a generic list.

Proof of the funds themselves

Because the investment is the qualifying event, its source has to be documented — bank statements, sale proceeds, business records, whatever traces the capital back to a legitimate origin. This is the step migration agents most often underestimate: a structurally sound investment with weak source-of-funds paperwork stalls at review.

Family inclusion

A spouse and dependent children can generally be included on the same application. Each dependent adds their own identity documentation; the qualifying investment itself is not multiplied per family member. Cédula timing for each family member: an official 60 working days for a first-time foreign-resident cédula, often longer in 2026.

What we screen before you invest anything

We review your intended route, your documentation and your background before any capital moves, specifically so you are not the one discovering a disqualifying issue after committing funds. If your case is unusual, we say so in our first reply to you.

Your case, step by step

  1. Prepare your case

You provide identity and source-of-funds documents. We review the investment structure and confirm the scope before funds move or anything is filed.

Timing: Depends on document collection, legalisation and translation; we agree the sequence with you.

  2. File and attend appointments

We prepare and handle the filing in Asunción. You attend the appointments required for your case.

Timing: Appointment availability and document readiness determine the schedule; confirmed before you travel.

  3. Authority review

The authority reviews and decides your application. We follow the case and tell you if further documents or appointments are needed.

Timing: a case-specific window confirmed in writing before filing; investment structuring, source-of-funds documents and authority review affect the timing

  4. Cédula after residency approval

Once residency is approved, we prepare the cédula application and you attend the required appointment.

Timing: an official 60 working days for a first-time foreign-resident cédula, often longer in 2026

Frequently asked

Do I need to already have a company or property in Paraguay?
No. Structuring the investment — buying the property, forming or investing in the business, placing the qualifying instrument — is part of what we handle, not a precondition for talking to us.
Is there a language or residency-history requirement?
No language test and no prior time in Paraguay is required. The qualifying investment is the requirement; everything else is standard identity and background documentation.
What disqualifies an applicant?
A criminal record that fails background screening, or capital that cannot be shown to come from a legitimate, documented source. We screen for both before you commit to a structure.
